'Forecaster' guides preservation strategies
When it comes to pavement management success, several objectives must be met, such as providing a safe, functional and efficient pavement network; protecting the infrastructure asset; and managing the network in a sustainable, cost-effective manner. Lowest life cycle cost (LLLC) is used to determine the most economical way to manage roadways; however, in certain cases agencies are not funded at a level that is recommended by LLCC. In these cases, there is a tool that can be used that was developed within the Washington State pavement management system called 'Forecaster." It allows users to evaluate a forecast scenario against projected performance measures, the results of which can be compared against various forecast scenarios, as a valuable decision support tool. Details of this tool and its use by Washington State Department of Transportation are presented here.
