What Are the Wider Impacts of Changes to Road Maintenance Budgets?

In 2011 the Government of Scotland announced a National Road Maintenance Review into how the road network in Scotland is managed and maintained. The review was carried out in partnership between Transport Scotland, the Convention of Scottish Local Authorities (CoSLA), the Society of Local Authority Chief Executives (SOLACE), the Society of Chief Officers of Transportation in Scotland (SCOTS) and the Scottish Road Works Commission. The review was conducted under the guidance of a steering group and supported by four working groups, one of which was tasked with investigating the wider social, environmental and economic impacts of road maintenance. A study was commissioned to assess these impacts on the local authority and trunk road networks. The study included a literature review, a quantitative economic analysis; and qualitative assessments of the wider impacts from changes in road maintenance budgets. The analysis covered a range of quantitative and qualitative factors aligned with the Scottish Transport Appraisal Guidance (STAG) criteria (Transport Scotland, 2011). Further details on the overall study and conclusions from the qualitative analyses have been described separately (Johnston, et al., 2012). Full reports of the National Road Maintenance Review can be downloaded from the Transport Scotland website (www.transportscotland.gov.uk) This paper describes the quantitative analysis that was conducted as part of the study. The analysis determined the economic, environmental and social impacts of three different road maintenance budget scenarios over a 20 year analysis period and including assessment of vehicle operating costs, user costs and carbon emissions costs. The analysis used projected road pavement (i.e. carriageway) network condition data for the trunk road network in Scotland and a sample of 8 representative local authorities, selected from the 32 authorities in Scotland.
