Risks for Powered Two-wheelers and Filtering Between Lanes on Urban Motorways

The fatalities of Powered two Wheelers (PTW) became "public priority" subject in France. The practice of lane splitting maneuver of PTW is observed more and more not only in French cities but also in other European countries. In Belgium, since September 1 2011, the motorcyclist are authorized to circulate between the car lanes if and only if, these last does not exceed 20 km/h and the PTW speed is under to 50 km/h. The French's reflex on this subject needs to acquire preliminary knowledge. A French report shows that this practice is "usual and systematic for all the motorist interrogated" and "it's executed on more than 70 % on a given trajectory". A first report on PTW's risk during lane splitting maneuvrer on Highway was carried out by CETE Ile de France. Three indicators was used: collective risk, individual risk and gravity indication. Results concern only The Parisian urban area, and show that during peak hour with regard to the average of 24 hours, PTW are 1.4 on implied in personal accident but the number of PTW passes from 3-5% to 15% of total traffic. These results confirm the stake of "lane splitting maneuver of PTW". A wide investigation of observation of this behaviour was started in France in 2010. The aim is to acquire objective knowledge (at the same time quantitative and qualitative) on this practice by observation and direct measurement on the site and the objective is to information for estimate the relevance of the future rules of lane splitting and propose some adjustment in traffic rules. Five sites in France were chosen for these observations the authors raised in situ PTW's speed, vehicle's speed, their position (which lane splitting), the use of Bright warning device, potential conflict and the space of lane spitting. The first results show that it doesn't exist a car limit speed from which PTW integrate lane splitting. Moreover, the differential of speed between car and PTW are most of the case under 25 km/h. A large population used the lane splitting more to the left and few case of conflict was observed.
