Practical Congestion Relief for Mid-Sized Regions
This report looks at congestion trends, causes of congestion, and the transportation plans of 26 mid-sized urbanized regions in the U.S. It reviews proposed projects in light of traffic forecasts and evaluates their costs and impact on congestion. Recommendations for improving the effectiveness of transportation plans are included for use at the local, state, and federal level.
