New locomotive model for Australia: model PR22L

In December 2011 a major contract was signed for new locomotives, which will revitalise the Tasmanian rollingstock fleet. The new design will substantially improve the safety, reliability, efficiency and capacity of rail freight services in Tasmania. The fleet will enable TasRail to provide a level of service equal to a modern day standard, which in turn will help to meet long term demand and increase the contestable market share. This paper describes the business/economic forces, the comprehensive commercial tender process that considered a range of factors including (but not limited to) maintenance costs, reliability, fuel costs and efficiencies, emission performance, proven record and longevity of design, warranty and service support. Additionally, the paper goes on to describe the design that was generated to comply with the above business imperatives and the unusual physical limitations of the Tasmanian network.
