Data Envelopment Analysis in a Bidding Process: Hiring Offshore Support Vessels by Petrobras (Brazil)
The application of decision-making aid methods that include both technical and economic variables is the most appropriate method in the "best technical-and-price" bidding processes for the hiring of maritime offshore support vessels. A Data Envelopment Analysis (DEA) approach for a Brazilian company is presented in this article. The most common approach for the company is to select the most economically advantageous vessel and this has important disadvantages because other vessel characteristics increase the final cost. The DEA approach presented in this article uses CCR models and the inverted frontier to determine the rank of vessels. Using this approach a ranking is made, based on both financial and technical vessel characteristics. This article shows how this approach is a better methodology for conducting the bidding process and improving the fleet profile of the supply vessels.
