Why Smart Growth: A Primer
This report begins with an examination of three case studies illustrating positive and negative aspects of development. The case studies of Lancaster County, Pennsylvania; Kansas City, Missouri; and Portland, Oregon look at semi-rural area development, urban sprawl, and metropolitan development. Outcomes of growth are then explored including local government costs and revenues, economic impacts, environmental impacts, and community impacts. The appendices include tools that can be used to implement smart growth.
