THE CHANNEL TUNNEL: PRESENT POSITION
OU EN EST LE TUNNEL SOUS LA MANCHE
In this article, the author, Ingenieur General Honoraire of the SNCF, gives the historical background of the studies and research that have been carried out on the Channel Tunnel project since the scheme was first put forward in 1802. He recalls the difficulties of all kinds that have had to be overcome, be they political, military, technical, economic or financial, before arriving at the present stage when the signature of Conventions could well mean that the decision on actual construction is not far off. He then explains the present position, the structure of the organization set up, the role of the Governments and of the Financial and Study Groups created to this end; he goes on to describe the purposes of the three Conventions signed and certain financial provisions. In conclusion, he considers the schemes envisaged from the French and the British points of view for the access routes, the economic studies completed for passenger and freight traffic and various technical arrangements adopted for the tunnel. It seems possible that the tunnel could be in service by 1980.
