Effective drink driving prevention and enforcement strategies: approaches to improving practice
This paper reviews factors associated with the effectiveness of drink driving countermeasures aimed at the general population and recidivist drink drivers. The review encompasses four key aspects of drink driving enforcement and prevention - random breath testing (RBT), publicity campaigns, drink driving penalties and targeted interventions. The aim of this review is to focus attention on how existing practice can be improved to achieve a greater impact. As such, it is not intended to be a comprehensive review of the effectiveness of each measure. Instead, this paper aims to draw out the implications for policy and practice in relation to each of the measures examined.
