Methodology of Calculation of Losses from Road Accidents (Updated Version)

Despite the decreasing trend in the number of road accidents and constant effort to reduce the number of road accidents, the number is still relatively high. European Union countries face the high number of road accidents as well. The target of the National Road Traffic Safety 2011 – 2020 is to reduce the number of road fatalities to the average number of European countries and reduce the number of severe injuries by 40% by 2020. The basic indicator for the comparison in Europe is the number of fatalities per 1 million of population. The reduction of the number of severe injuries is related to the year of 2009. The declared European target is the reduction of fatalities by half by 2020, i.e. from the current 70 fatalities per 1 million of population down to 35. Therefore, the number of fatalities needs to be reduced an average by 5.5% every year in the Czech Republic. In total it means a reduction of the number of fatalities by 60% in comparison with the year of 2009, i.e. by 360 fatalities. Meeting this target will save more than 3000 lives within this decade. Road accident incur physical losses, losses of human lives (several hundreds of people die on roads every year), various injuries, material damage, and psychological harm. Road accidents influence the people involved in the accidents, their family, but also the whole society and the national budget. The influence is expressed by the losses in production, payments of survivor’s and orphan’s pensions, disability pensions, and other items which can be claimed. Total economic losses incurred by road accidents were calculated to reach CZK 52.6 bn in 2011. The society loses significant amount of funds due to these losses. The public sources are limited and need to be spend effectively. Therefore, it is necessary to pay attention to the calculation of losses from road accidents and later prevent ineffective use of financial sources. The aim of this methodology is to provide a methodological procedure for the calculation of losses from road accidents in the Czech Republic. The methodology is designed for public administration bodies, particularly for evaluating economic effectiveness of road constructions. The financial expression of the amount of losses from road accidents provides an overview of how much road accidents cost the government and the society. The calculated losses (particularly unit costs) can be further used as one of the inputs to economic analyses, e.g. cost-benefit analysis, in order to find the effectiveness of a given measure.
