Best practices in Demerit Points Systems - results of the EU project BESTPOINT
Various kinds of Demerit Points Systems (DPS) have been installed by European countries since the mid 1970s, aimed at fighting repeat offences by prevention, correction and seIection. The impact of DPS on the number of accidents is often reported to be significant but temporary. The objective of BESTPOINT was therefore to establish a set of best practice criteria in order to help ensuring a sustainable contribution of DPS to road safety. The results of BESTPOINT suggest that Demerit Points Systems deserve their place in the hall of fame of road safety measures. Their actual safety impact and acceptance, however, depend considerably on the synergy of a large number of contributing factors. BESTPOINT therefore identified promising practices that should be taken into account by member states' authorities and road safety experts. The BESTPOINT Best Practice Handbook was presented at BESTPOINT's final conference in Brussels in September 2012. The conference was addressed to members of the European Parliament and Commission and a detailed list of best practice recommendations along with practical examples from member states was presented by various experts.
