Improvement of Road Safety Management and Conditions in Republika Srpska

Bosnia and Herzegovina's governance structure comprises two entities, each with a high degree of autonomy: the Federation of Bosnia and Herzegovina and Republika Srpska. Republika Srpska's accident rate in 2011 of 11.4 fatalities per 100,000 inhabitants was more than twice the rate of most Central European countries. The government is committed to halving the number of fatalities and the associated socioeconomic costs of 90 million Euros/annum by 2022. In 2011-12 a significant project was undertaken to implement European best practice road safety measures. The project, funded by the World Bank, was delivered by a team of experts from England, Germany, Norway, Serbia and Sweden. (The same project was also delivered in the Federation of Bosnia and Herzegovina.) It aimed at reducing user costs on priority sections of the trunk and regional road networks, improving the institutional framework for road safety, and modernizing road maintenance practices. The project encompassed five areas of activity: 1) traffic safety strategy and legal regulations; 2) safety performance indicators; 3) safety intervention plans on road infrastructure, vehicles, drivers, enforcement and emergency medical services; 4) road safety related databases and investigations; and 5) training on the calculation of the socioeconomic costs of accidents. Actions and performance were structured along the five pillars of the United Nations Global Plan for the Decade of Action for Road Safety 2011-2020. This article gives an overview of the system approach along all pillars and on pillars 1 and 2, in particular.
