Legislative Enforcement Frameworks for Transport Sustainability in Korea: With Sustainability Evaluation of Korea’s Seven Major Metropolitan Areas
As a response to global agenda of climate warming, Korean Government enacted a law which requires periodic sustainability evaluation of transportation by 14 indicator measures in 2009. The law is intended to secure sustainability in Korea's transportation sector which is responsible for about 20% of greenhouse gas emissions and 25% of fossil fuel use by providing local governments with incentives to monitor and manage environmental, social and economic sustainability in their transportation system. Korea Transport Institute, which is government affiliated research institute in Korea, is mandated by the Ministry of Land, infrastructure and Transport to perform the evaluations for actual implementation which is scheduled from the year 2013. This paper introduces Korea¡¯s transportation sustainability evaluation system and a preliminary empirical analysis on seven metropolitan cities including Seoul, Busan, Daegu, Incheon, Gwangju, Daejon and Ulsan according to the evaluation criteria. By analyzing the results, proposal for the improvement of transportation sustainability can be made.
