A framework for an Impact Analysis of ADR Implementation in Turkey
Major goal of the regulations on the transportation of dangerous goods is to provide a safe and secure transportation of dangerous materials by eliminating or reducing the number of incidents that could lead to a release or misuse. For road transport in Europe, the legal framework defined in “The European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR)” is relevant. Turkey has to comply and update its legislation on the transport of dangerous goods and to fully respect the EU rules which rely on the ADR legislation. The aim of this study is to identify the key issues and propose a framework for conducting an impact analysis for implementation of ADR legislation in Turkey for a smooth and straightforward implementation process.
