MATERIALS R&D. PLANNING, PROGRAMMING, BUDGETING AND MEASUREMENT
Key problems facing materials research and development today. The need for establishing reliable criteria and a procedure for judging the worth of a venture before initiating action is stressed. Authors experiences with the planning, programming and budgeting systems in the United States Government are described. The concept of program planning and measurement is illustrated with a description of the gold program of the Bureau of Mines. How the concept can be adapted and applied to the far more complex and difficult decision making that faces corporate management.
