Towards Modeling Greenhouse Gas Emissions in the Urban Transport Sector in China
Greenhouse gas (GHG) emissions and local air pollutants as well as external costs of traffic congestion are attracting increasing attention from the public, especially in metropolitan areas in most Chinese cities. A fundamental requirement in the effort to control GHG emissions and pollutants in any form is to understand where or from which activities emissions originate. While China, at the moment, has not yet published a nationally accepted tool to assess emissions in the urban transport sector. This paper presented the methodology to develop an emission model to quantify energy consumption and GHG emissions from urban road transport in Chinese cites by adapting to local traffic situations and data availabilities following the modeling framework of HBEFA (Handbook of Road Emission Factors), which is widely applied in Germany and Europe. Localized carbon emission factor database was developed by considering local traffic situations and fleet compositions. China Handbook for Emissions Factors Model (CHEF-Model), which is a software package that allows Chinese cities to account emissions and calculate emission related impacts of scenarios in travel demand model was established for disseminations.
