Process for Gaining Consensus in Developing Roadway Access Management Guidelines for Port Authority of New York and New Jersey
This paper summarizes the process used by the Port Authority of New York and New Jersey to build consensus for developing a Roadway Access Management Guidelines document for the roadways within its airports and ports. The paper describes the efforts undertaken to gain support from the agency’s senior management and other stakeholders within the agency for the initiative to develop the Guidelines. Further, the formation and composition of the project team is described, and the consensus-building efforts that garnered support for the drafting of the Guidelines are detailed. Several examples of technical topic areas where consensus-building was required are highlighted. The draft Guidelines document is currently progressing through its internal review.
