Developing a compliance framework for heavy vehicle telematics
The paper identifies and discusses opportunities to improve heavy vehicle safety, productivity and regulatory compliance through the development of a compliance framework for telematics. The aim of the proposed framework is to facilitate the uptake of telematics, including telematics with compliance features, by providing a nationally consistent treatment of telematics information for compliance and enforcement purposes and by seeking to resolve outstanding policy issues, including the treatment of small breaches, privacy and equity. The paper draws on international standards to develop a common data set to enable telematics systems to be utilised for both commercial and compliance purposes. It also identifies opportunities to improve responsive regulation, roadside enforcement, audit-based schemes, safety management systems, Chain or Responsibility and meta-regulation approaches through the uptake of heavy vehicle telematics.
