Analysis of the Factors in Stimulating Evacuation Behavior on Flood
地域コミュニティと水害時の避難促進要因
The Northern Kyushu Torrential Rain in July 2012 caused extensive damage to Tatsuta area in Kumamoto City. Some residents stayed at home in the flooded area and were rescued by the boats or the helicopters because an evacuation order was delayed by the administration. On the other hand, many residents evacuated at that time. Then, the authors surveyed the evacuation behavior, the awareness of disaster prevention and the social capital, etc. Next, the authors analyzed the factors in stimulating evacuation on flood and made the evacuation behavior model. As a result, it was indicated that the factors in stimulating evacuation on flood were to observe the river and to be called to evacuate by the neighbors. Furthermore, it was made clear that the practical ability of disaster prevention activity was affected by social capital in the community.2012年7月12日の九州北部豪雨の際,熊本市内でも白川が短時間の間に急激に増水し,一部の地域で氾濫した.熊本市内のすべての白川流域に避難指示が発令されたのは,7月12日の午前9時20分であった.しかし,この時はすでに龍田地区を中心に甚大な浸水被害が発生しており,一部地域でヘリコプターによる救出が必要な事態に至っていた.そのため,市の避難指示発令の遅れが指摘された.その一方で,今回の豪雨災害のように広域に甚大な被害が及ぶ恐れがある場合,行政から適切な指示がピンポイントで住民に必ず発せられるとは限らない恐れがあることを踏まえて,住民自身による自律的避難の必要性が改めて浮き彫りにされた.そこで,本研究では,熊本市の龍田地区を対象に実施した避難行動実態調査に基づき,自律的避難を促進する要因について分析を行った.その結果,河川状況を確認することや避難の呼び掛けを受けることで,自律的避難が促進されることが指摘出来た.世帯が避難の呼び掛けを受けているには,普段の地域コミュニティとの関わりが重要であり,また,地域コミュニティ自身の活動レベルが非常時の活動に反映されることも明らかになった.
