A Case Study of Requirements of LRT Project

LRTプロジェクトの成立要件に関する事例考察

In Japan, the merit of installing Light Rail Transit(LRT) is well known, however the introduction of LRT to urban areas is not making progress. To study effective strategies of LRT adaption, field surveys were conducted at cities where LRT systems were placed in Spain with data collection of urban characteristics adjacent conditions, accommodating spatial conditions, effectiveness of service and project management. This paper aims to clarify the specific requirements to make LRT adaption possible. The results indicate, beyond the need for middle range transportation systems, the importance of the following: potential contribution to inner city revitalization, environmental concerns, land use conditions and spatial composition needed by adjacent businesses.近年わが国でも欧州諸国の事例にならって、路面電車を近代的・システム的に発展させたLRT (Light Rail Transit) と呼ばれる中量輸送システムが注目されている。しかしながら、全国70余りの都市で、LRTの計画・構想・要望等があるが、いずれにおいても具体化に向けてなかなか進んでいないのが実情である。本研究は、実際にLRT事業が成立しているものと、成立していないもの（事業を開始したものの休止に追い込まれたもの）の双方が存在するスペインの事例に着目して、それらの都市特性を踏まえてLRT事業の成立可能性について検証した。ここでは、2011年から2012年にかけて、スペインの島嶼部の都市を除く全てのLRT路線（12都市14路線）について実施した文献調査及び現地調査に基づいて、都市規模、整備効果、通過街路と街並み、収容空間、運営主体の5つの成立要件の仮説に基づいた考察を試み、わが国におけるLRT事業の成立可能性を論じた。
