A Role of Landscape Architecture in the Project converted from Huge Infrastructure Development

大規模都市基盤整備事業からの転換とランドスケープ・アーキテクチュアの役割に関する研究

In Japan today, huge public works projects are reviewed against a backdrop of sluggish economy. This paper considers a role of landscape architecture in the project converted from huge infrastructure development. It discusses the processes and outcomes of the Octavia Boulevard project in San Francisco by data analysis, field survey, and interviews with Allan B. Jacobs as the project's urban designer and residents living in the vicinity of the boulevard. As a result, the points of the roles are as follows: 1) landscape architecture contributes positively to the operation of the conflicts in the project converted from huge infrastructure development. 2) The landscape architecture produces social and economic nodes that can prompt a social acceptability for the conflicts. 本研究ではサンフランシスコのOctavia並木通り事業に対する調査結果から、大規模都市基盤整備事業からの転換におけるランドスケープ・アーキテクチュアの役割について考察した。本研究の成果は以下の通りである。1) 本並木通りの設計に携わったJacobs氏へのインタビュー結果等より、本並木通りの完成に至る事業転換の経緯を明らかにした。2) インタビューに加え、現地踏査と関連資料の精査から、本並木通りのデザイン的な特徴と検討プロセスを明らかにした。3) Octavia並木通りに関わる商業データの分析と先行研究の知見、Hayes Green利用者に対するヒアリング結果から、本並木通りの経済的社会的整備効果を把握した。4)転換におけるランドスケープ・アーキテクチュアの役割として、(1)事業転換に際するコンフリクトからの積極的展開の促進、(2)コンフリクト受容を促す社会的・経済的結節点の創出について示唆した。
