Justifying Funding for ITS Deployments
In current tough economic times, efficient management of cash flow has become a priority for every business. The situation is no different for the world of intelligent transportation systems (ITS). Transportation management agencies such as State department of transportation (DOT), Counties, Districts and Cities are often asked to provide full proof documentation that justifies additional funding for ITS deployments. These justification statements typically require documentation of isolated benefits of ITS, not including any benefits of geometric roadway improvements. However, since most ITS projects are implemented together with roadway capacity or operational improvement projects, it is hard to isolate the benefits of ITS from total benefits. This paper provides a robust framework that can be adopted by public or private agencies to document quantifiable congestion and safety benefits attributable purely to ITS.
