Rodoanel – Security and Logistics

Initially the numbers that are listed shows the high level of theft and burglary of cargo in São Paulo, both that are commonly reported as cargo deviation. The percentages reported here demonstrate that the occurrences are confined within a radius of 150 km from the center of São Paulo. The Rodoanel (ring road) – still under construction – was deliberately considered a milestone for security actions, however, given the equipment and the know-how of routine administration of risks that will be deployed and implemented, is an open opportunity to practice a risks management with bias in logistics. It also demonstrates that the same concepts applied to the beltway and actions are extended to the “centro expandido” (area of highest concentration of traffic) of São Paulo. From the standpoint of safety, are some suggested alternatives such as adoption of ready response. The proposal – installation of electronic fences (based in RFId technology) to provide a virtual control of cargo (and vehicles) – provides, in terms of logistics, a new vision in order to alleviate some of the problems of traffic in São Paulo. The proposal also provides a routing solution to a chronic problem in São Paulo, which is characterized as a center for cargo screening. Finally, the paper seeks to demonstrate that the main beneficiaries of the feasibility of the proposal are the shippers and insurance companies. As an addendum, other entities may also benefit, as the Treasury Department and the public sector (security and traffic).
