Urban mobility in Maputo metropolitan area: analysis of the management bodies of urban planning and mobility, institutional arrangements and inputs for effective articulation

Mobilidade urbana na área metropolitana de Maputo: análise dos órgãos de gestão do planeamento e mobilidade urbana, arranjos institucionais e insumos para a sua efectiva articulação

Maputo, capital of Mozambique, sees the condition of displacement and urban accessibility worsening as it grows its metropolitan area. More than technological solutions or implementation of modes, it is necessary to review the legal instruments and restructuring of the institutional arrangement in the field of urban management. This work proposes a brief discussion on the process of decentralization policy and municipalization taken in Mozambique and revisits its urban planning process, it intends to relate this set of processes with the approach taken by the governments that acted in Maputo Metropolitan Area and propose some subsidies for the improvement of public transport policies in the country. Thus, as in other metropolitan areas of Mozambique, the Urban Planning and Mobility sector in Maputo calls for a regional-metropolitan institutional arrangement to allow a better coordination in the urban mobility field.
