Equity Issues of Congestion Pricing: Definition, Evaluation, and Promotion
Despite the success of congestion pricing projects worldwide and the growing support from governments and transportation agencies, congestion pricing is still facing strong objection among the general public based on the worries that congestion pricing is inequitable. This paper offers an overview of the literature on the equity issues of congestion pricing. First, different definitions and measures of equity are illustrated. Then, equity effects of congestion pricing are presented. Finally, the approaches to promote the equity of congestion pricing are discussed.
