TOWARDS A NATIONAL ENERGY POLICY
Forging a consensus from a multitude of conflicting interests and policies is proving a monumental task. In the face of anxious voices proclaiming the imminence, if not the presence, of a national energy crisis, President Nixon has announced a series of actions and proposals, which, he hopes, will precipitate a concerted national commitment to avert what he believes threatens to be a "genuine energy crisis." Even before the President's address was delivered on April 18, some high Government officials-especially those in Congress-felt that whatever he proposed in his message would probably be too late, As early as 1952, a Presidential commission realized the need for a Government-inspired and -coordinated energy policy.
