New GNSS/CN Based Road Pricing System

Road Pricing is not only for collecting fees for road construction and maintenance costs, but also for reducing traffic congestions and greenhouse gas emissions. Recently, as a more flexible and efficient road pricing method which takes the place of existing dedicated short range communications (DSRC) based systems, Global Navigation Satellite System/Cellular Network (GNSS/CN) based road pricing system is attracting a lot of attentions. The authors are developing and evaluating a novel GNSS/CN based road pricing system which has capabilities of charging, enforcement, traffic information dissemination, and traffic data collection. The system consists of four subsystems which are Central Computer System (CCS), On-Board Unit (OBU), Enforcement System (ES), and Road Side Unit (RSU). These subsystems communicate by CN or DSRC to each other, and realize the system functions with high reliability. In 2012, the authors demonstrated this new system at a technical trial held in Singapore. In this paper, the functions and configuration of the system are reported.
