Integrated Approach to Keep the Traffic Going During Motorway Reconstruction A12 Lunetten – Veenendaal

As a part of a national approach to tackle the main bottlenecks in Dutch Motorway network (“Spoedaanpak”), capacity expansion and mayor maintenance is carried out over 29 kilometers between the city of Utrecht (intersection ‘Lunetten’) and the city of Veenendaal. To reduce the traffic disturbance the project organization took a set of comprehensive measures based on two different angles, accessibility and reliability. The accessibility package looked on the traffic nuisance for the regular (daily) situations. This package focused on the commuter and had as main goal to reach a modal shift (to the parallel train track) or a change of travel time. The reliability focused on minimizing the impact of disruptions and contained several traffic and incident management measures. For the regional cooperation and cooperation between the road authorities and traffic management centers in the region, a meeting structure on operational, tactical and administrative/political level was prepared. The paper describes the framework, implementation and effects from both packages.
