Urban Cordon or Mileage Pricing: Choosing the Right Model
When deploying urban road user charging, the charging scheme is crucial in achieving the given goals of traffic reduction. Deciding a cordon pricing versus mileage based pricing does not just show consequences in the system costs but also in the traffic effects. A common model to assess the traffic effects is the one from Prof. Prud’Homme that considers individual and social cost that increase with the traffic amount and a demand that is declining with congestion. This model can be used to choose the scheme and fix the charges. At the other hand, due to the fact that mileage based pricing is done with Global Navigation Satellite System (GNSS) based on-board units while cordon pricing requires no OBUs, the system cost are significantly different. A cost-benefit analysis gives the final decision support, an example is given in this paper.
