Strengthening Road Safety Legislation: A Practice and Resource Manual for Countries
This manual is for countries interested in legislative change to improve road safety. It consists of four chapters. Chapter 1 focuses on the factors that influence road safety legislative action including injury and fatality rates, social norms, and financial resources available. Chapter 2 looks at assessing and improving road safety laws and regulations. Chapter 3 examines laws related to specific risk factors and how they can be improved. The factors examined are: speed, drunk driving, motorcycle helmets, seat belts, and child restraints. Laws related to post-crash care are also examined. Chapter 4 focuses on steps to take in advocating for legislative and regulatory change. Case studies from various countries are used throughout the manual.
