Cableways as urban public transport systems

Cableway systems have proven to be efficient technical transport solutions. However, their legitimacy within urban public transport networks has yet to be fully established. Except for very few achievements (Colombia, Venezuela, Algeria, New York) and for APM cable systems connecting to airport terminals or shopping centers, cable cars are mainly used for ski resorts or specific places of interest, at least in most western cities. In France, as a contribution to public policies aimed at reducing energy consumption and environmental impacts in transport, a study started in 2010 in order to ascertain the utility of cableway systems in urban transport networks. This study analyses their potential benefits and drawbacks, taking into account specific administrative and technical safety constraints, in addition to economic and social pressure (at least in the French context). The project as a whole is managed by two institutions of the French Ministry for Ecology, Sustainable Development, Housing and Transport (STRMTG and CERTU ). CETE Lyon, in cooperation with CETE Méditerranée, is in charge of conducting the actual study. A state of the art study on international experiences has been undertaken to highlight the utilities, benefits, limits, economic costs and social impact of cableway systems in urban areas. Operators, manufacturers and design engineers have been associated with the project. The results of this study should provide stakeholders and decision-makers in charge of urban transport development and planning with elements required for the efficient and successful integration of cable systems in western urban public transport networks. This paper explains the main issues surrounding cableway development in urban areas. It describes the method followed to collect and analyse the data used in the study. Then it sets out some proposals for appropriate use of such systems in urban transport networks. The main results of this work will be presented by CETE Lyon.
