Evaluation of Mobility Management Assistance Systems: A Competence and Innovation Pole (CIP)

In the framework of its programme contract, the French Ministry of Ecology, has decided to set-up with the help of the French Scientific and technical network (RST) a technical staff for the dynamic regulation of transport networks in urban, peri-urban or interurban environment, which requires multiple skills. Based on the existing expertise of the ZELT work [www.zelt-org.fr], DGITM, the steering department dedicated to transport inside the French Ministry, supported the creation of an expertise and innovation cluster (ICP) in charge of evaluating the measures to support the management of mobility and of the related technical systems. The “evaluation of mobility support systems”, more simply called CIP, is based in Southern France:(CETE of South West: Public Studies and Engineering centre of the French Ministry of Ecology) associated to the CETE of Northern France. It mainly addresses the question of a posteriori evaluation, capitalization and transferability of operations related to the systems dedicated to management of mobility, and in order to improve the initially defined strategies. The main aim of this paper is to present the main goals of the CIP. In particular a specific evaluation doctrine has been set up these last years within the CIP. This doctrine is composed of 16 specific steps. This doctrine is applied to every traffic management system developed and evaluated by the ZELT team. Two illustrations are provided in this paper.
