Software for Cost-Benefit Analysis of Freight Transport Improvement Measures
Dataverktoy for Beregning av Samfunnsokonomisk Nytte av Godstiltak. Forprosjekt.
This document is an overview of the first version of software created to analyze cost-benefits of changes to the Norwegian freight transport system. Inputs used in the logistics model include: commodity classes and firms; transport distances and times; and shipment size and frequency. When changes such as, infrastructure changes or taxation changes occur, the model can be used to study mode choice and route choice impacts. A spreadsheet model was created to calculate benefits of policy changes. Elements include: cost, costs to shipper, public sector revenue, and external costs.
