PLANNING FOR THE INCREASED THROUGHPUT OF A COMMON USER CONTAINER BERTH

This article describes a planning tool developed jointly by port and NPC staff to assist port management in planning for the increasing throughput of its container berth. The port has a container berth, served by two cranes and backed by a park of about eight acres, which is regularly used by six container services, ranging from a short-sea, thrice-weekly service to a weekly transatlantic service with its attendant feeder services. As the traffic of these services builds up the problem of providing sufficient space in the park for the containers becomes more acute and the consequent crowding interferes with the efficient working of the ships. In an attempt to help the management solve this problem and analysis was made of the behaviour patterns of container traffic in the park. This enabled a procedure to be developed which may be used to ascertain the effects, in terms of the number of containers in the park, of changes in conditions of operating practices. acceptance as a whole, and that a step-by-step implementation would be preferable. Accordingly a working party was set up in 1969 to define select areas of the Compound System which would be capable of independent development and implementation and which would prove useful in assisting port managements and users now, and could later be assimilated into a Compound System proper. The important criteria employed in choosing these areas were feasibility, profitability and the capture of useful data early in the transport chain. This article describes one area chosen for development and outlines plans for the detailed design work which will be directed by the councils research Division. The chosen area has been divided into three sections as follows: ( 1 ) Vehicle Booking Schemes, ( 2 ) Vehicle loading and unloading resources, and ( 3 ) Importer-haulier introductions.
