A new scheme for evaluating road projects by considering their effects after disasters
Nouveau systeme d'evaluation des projets routiers au regard des catastrophes
This article presents the challenges faced following the great earthquake of March 2011, with a magnitude of 9.0 in the northeastern area of Japan. The lack of consideration of the use of roads during times of disaster recovery as a factor for evaluation for road projects and budget allocation has led the Ministry of Land, Infrastructure, Transport and Tourism to develop a tentative scheme which does this very thing - evaluates road projects by considering their effects on rescue and recovery efforts after a disaster. This new scheme is outlined in this article, and an example is provided of its application to new road projects in areas devastated by the Great East Japan Earthquake.
