All-Hazards Protective Measures

This article describes all-hazards protective measures for various transportation modalities. The authors collected comprehensive lists of protective measures from FTA, TSA, and Coast Guard documents and organized them by transit capability area as well as by topic. Because many are overlapping, they reviewed the resulting groups for overlaps, and combined or eliminated the duplications. They also assure that incremental threat protective measures are appropriately developed and apportioned. They describe plans for several meetings with partnering organizations to review the revised protective measures for accuracy, practical application, and completeness. The authors expect this process to result in approximately 200 protective measures within the five capability areas. The final revised protective measures document will explain all-hazards capability building, and how transit agencies can use protective measures to assess their preparedness capabilities, readiness, and gaps. The authors adapt and incorporate the process discussed in the National Preparedness System to help transit agencies as they address developing and sustaining capabilities as a preparedness cycle.
