Bridging the Gap: Prototype Tools to Support Local Disaster Preparedness Planning and Collaboration

This report describes three prototype tools that the Rand Corporation developed for use in local disaster preparedness planning. They designed these tools based on a review of current policy and interviews with military and civilian personnel in five communities: San Antonio, Texas, metropolitan area; Norfolk/Virginia Beach, Virginia; City of Columbus and Muscogee County, Georgia; City of Tacoma and Pierce County, Washington; and City of Las Vegas and Clark County, Nevada. The tools developed include a software-based community preparedness planning tool and two web-based community network tools. The document includes the methodology used to create or adapt these tools and their function.
