SHIP MOVEMENTS IN PERIODS OF REDUCED VISIBILITY

The study had three objectives: 1) to establish port practices during all weather conditons with emphasis on reduced visibility conditions; 2) to learn what port operators consider reduced visibility as it affects ship movements; 3) to learn the dependence of ship operators on navigational aids. High wind and heavy swell conditions have more effect on ship movements than does reduced visibility. Reduced visibility increased the time spent in ship movements by only 12%. Most of that was spent in docking, not in transit. The study thus raises the question as to whether the effect of fog on the movement within a port is significant, when set against the cost of supplying services and equipment to ensure movement of vessels during all conditions of visibility.
