CARGO MANAGEMENT IN THE 1970S
Following consultations between the Ministry of Transport and the National Ports Council, the Council in April, 1967, commissioned a study on the information requirements of port management and systems of data transfer. Elliott Automation Space and Advanced Military Systems (EASAMS) were appointed to undertake the study. This article reviews the Easams report which was submitted to the Council under the title Cargo Management in the 1970s and outlines future plans for work in this field. Attention was on cargo movement because this is the basic job of ports and therefore the information requirements of port management must be ultimately based upon the needs of cargo management. Furthermore, in considering these information requirements and the systems of data transfer associated with them, it soon became apparent that the whole of the information system from shipper to consignee was involved. Thus the report is concerned with the needs, not only of port authorities, but with those of shippers, agents, shipping lines, hauliers and stevedores. The relationship between these parties and H.M. Customs and the cargo information requirements of H.M. Customs were also studied as they are an integral part of the cargo movement system.
