Supplemental Information for NRMR MPOs: Integrating Security into Small MPO Planning Activities
The Cooperative Research Program under the auspices of the American Association of State Highway and Transportation Officials has released a report, National Cooperative Highway Research Program (NCHRP) Report 525, Volume 3 “Incorporating Security into the Transportation Planning Process.” The research conducted for this authoritative treatment of the subject was completed in 2004. Since that time, a number of new programs, most notably in the federal government arena have been completed. It is the purpose of this paper is to supplement the information in the NCHRP report with relevant updated information. This paper describes the initiatives of the U.S. Department of Homeland Security (DHS) at a fairly high level so that members of Metropolitan Planning Organizations (MPO) can gain an overview understanding of the direction that agency is taking. Similarly, the highway security programs of the U.S Department of Transportation, in conjunction with the DHS, are described. The paper then describes other programs on behalf of other agencies within the federal government, states, and urban areas that have been undertaken.
