An evaluation of clearway operation
The effect of kerbside parking restrictions during peak hours on five arterial approaches to a major city was investigated in a 'before and after' study. The difficulty of driving was measured in terms of acceleration noise and performance on a secondary task of information processing carried out while driving in peak hour traffic. A special count of accidents occurring on these roads was obtained for six months before and six months after the introduction of parking restrictions. A small and probably insignificant reduction in driving difficulty was found, and an apparent increase in accidents occurred. The probable reasons for this unexpected result are examined (a).
