Stage construction (pre planning and execution)

This paper is presented as paper no 7, session two. This paper discusses the pre planning and execution of stage construction of road projects. The desirability and implementation of an advanced road construction programme are discussed together with considerations which are necessary in respect of scheduling and completion of pre construction activities. In order to expand the topic of stage construction, in specific terms, a case history is described based on the staged duplication of a road included in the Adelaide road widening scheme. Those pre construction activities carried out immediately prior to start of construction are expanded in some detail. The staging of construction is then discussed. It is concluded that, in order to facilitate proper pre planning and execution of any project, it is necessary to select the project for inclusion in a clearly defined advance construction programme well in advance of proposed construction start. This will enable all pre construction activities to be completed prior to commencement of the project and in consequence, result in flexibility in the pre planning and execution of the staging of construction.
