Drinking habits and vehicle use
In spite of the obvious loss caused by alcohol on the roads, there is a great reluctance to do anything about it. Some reasons for this are suggested: 1) the liquor industry is a significant source of government income, and a significant employer. 2) Folklore and customs encourage heavy drinking. 3) Even for the person who regularly drives under the influence of alcohol, an injury producing accident is a rare event. 4) The attitude of the media. 5) Drinking and driving is a badge of adulthood. 6) The attitude of the legal profession and the civil liberty groups. 7) The attitude of the insurance and assurance profession. 8) The lack of simple techniques for measuring BAC, and explaining the significance of the result. 9) Difficulties in evaluating countermeasures.
