Formulating an urban transport policy: a reappraisal of some elements - accessibility, energy and urban form
This article reappraises the appropriateness of the dominant role of speed improvement and congestion reduction, in the transport and research and planning area, by looking at the ramification of such objectives for the entire urban system. The appraisal leads to a proposal for alternative 'objectives' deemed more consistent with achievement of efficiency (and equity) in resource allocation; namely accessibility to opportunities and conservation of energy.
