Government funded research in New Zealand: organisation, purchase and delivery with special reference to transport

Over the period from 1989 to 1992 the science system in New Zealand was fundamentally restructured. The restructuring included the reform of organisations and of arrangements for funding (the purchase of science). With the reformed system as a platform, the past 3 years have seen financial benefits begin to flow to science from increases in science funding. These increases in funding have been strategically rather than broadly targeted. Non-financial benefits have been created as well, including greater transparency and accountability, improved flexibility and freedom for research organisations, and more explicit recognition of the need to support both strategic research (research aimed specifically at meeting national socioeconomic goals), and 'open ended' research (research undertaken for science or curiosity reasons rather than to meet socio-economic goals). This paper gives a brief summary of the science reforms; brief only because the reforms are now well known to all those interested in or involved with science. The paper gives more attention to recent developments, especially the ongoing development of the major funding programmes, priority setting for science and the implementation of the so-called science envelope concept. These developments will have a major influence on the pattern of science activity over the next 3 to 5 years. Finally, the paper examines how transport research has fared under the new system and looks at likely trends over the next few years. As well as government funding of this research, comparisons with research funded by the transport sector itself are analysed.
