Beyond the capitals: urban growth in regional Australia

This report examines non-capital cities in Australia in order to identify the factors relevant to growth or non-growth, and analyses the character and extent of urban activity in a number of comparable non-capital cities, including growth centres and cities in decline. The issues examined in detail are: industry structure, employment and unemployment; the nature of local economic and natural environments; housing affordability and construction; implications of planning and land use policies; population structure and change; and infrastructure capacity and adequacy. The study finds that government policy and action has the capacity to make a significant contribution to the development of regional cities.
