Report upon the Inquiry into the Revision of Speed Limits
A revision of speed limits was completed in 1994 and the Committee considered it was appropriate to review the program and report to Parliament. This volume constitutes the report on investigations into the program. Its recommendations are that: (1) VicRoads undertake research as soon as possible into the effects on accident rates of the revision of speed limits; (2) Funding be provided for fundamental research into the effect of speed on crash causation; (3) There be further education of road users on the reasons for speed zoning; (4) The road safety experience of the current 110 km/h roads be determined before extending this limit to any other roads; (5) As a matter of speed management principle, speed limits on local streets should be lower than on traffic-carrying arterials; (6) Victoria await the outcome of the Austroads urban speed management study and subsequent discussions at the Australian Transport Council before taking any action to change urban speed limits.
