The role of evaluation in transport planning and management
This paper gives an overview of the various methods available for the evaluation of transport plans and projects. Analysis such as cost-benefit; financial; cost-effectiveness; objective achievement; operational assessment; and environmental impact assessment are described briefly. The role of evaluation in urban transport planning is highlighted. Methodologies for the evaluation of local area traffic management proposals are also discussed. The use of objective achievement methods for that purpose is examined after reviewing past practices. The paper deals with the use of performance indicators for the management of transport organisations. The measurement of efficiency and effectiveness is discussed.
