Bicycle user group proposals for Australian bicycle safety programs
Bicycle safety programs are of particular value to the community since they have both short and long term benefits. To achieve these ends with maximum efficiency, a 'national bicycle safety plan' (nbsp) proposed to be implemented over a five year period. Its quantitative aim is: 'to make bicycle use for all age groups as safe as that for motor vehicles; at least on a time of exposure basis.' Commencement in mid 1987 is suggested, with the previous year devoted to infrastructure establishment and data gathering. Major proposed nbsp programs include: engineering - all new roads, road reconstruction and maintenance to adhere to 'bicycle safe' design standards, with guidelines to be produced through NAASRA; behavioural - unlawful and unsafe behaviour by cyclists to be eradicated through educative and punitive enforcement schemes (bicycle offence reports and on the spot fines). More emphasis is to be placed on the secondary school age group, through an 'Australian cycling course' to teach the vehicular use of the bicycle, and a bicycle proficiency scheme with certification at two levels; equipment - most emphasis on the specification and production of effective and reliable bicycle lighting systems; also, the Australian bicycle helmet standard to be upgraded with mandatory compliance to be effected as soon as possible (a).
