OPERATING SPEEDS AND SPEED ZONING

SUMMARY EVIDENCE FROM THREE STUDIES CONDUCTED IN ILLINOIS INDICATE SUCCESS IN OBTAINING VOLUNTARY COMPLIANCE WITH SPEED LIMITS WHEN THE PRINCIPLES OF GRADUATED SPEED ZONING, INSTEAD OF LOCAL STATUTORY CLASSIFICATION, WERE USED IN POSTING THE LIMITS. CRITICAL SPEED ZONES, POSTED AT APPROACHES TO HORIZONTAL CURVES, WERE EFFECTIVE IN IMPROVING PATTERNS OF SPEED PRACTICES. ENFORCEMENT MUST RELY ON INFORMATIONAL ADEQUACY RATHER THAN DECEPTION.
